You did read that correctly, just because your initial BP claim was rejected by the Gulf Coast Claims Facility (GCCF), does not mean that you cannot still collect what is justifiably yours. This organization was setup by BP to help them deal with all of the oil spill claims that they were expecting, and it was definitely going to be alot.
At times, the amount of claims that was coming through their door was simply staggering. Because of this, many of them were denied without being properly reviewed or even reviewed at all. In other cases, the Gulf Coast Claims Facility (GCCF) did look over the documents, but rejected the claim because either they were incomplete, or were not filled out correctly.
Still in other instances, the GCCF denied claims that they knew they were responsible for, just to try and save BP money. It really does not matter which group that your denied claim falls into, it is still possible to resubmit it, and eventually collect on it.
